This PR adds
IsLocalMax.deriv_deriv_nonposandIsLocalMin.deriv_deriv_nonneg, complementing the existingsecond-derivative tests in
DerivativeTest.lean.The immediate motivation is the formalization of the maximum principle
for elliptic PDEs, where the sign of the second derivatives at an
interior extremum is a basic ingredient.
