feat: add orchestration run snapshots

Summary

• Add transactional, paginated run projections with Attention/Active/History counts, bounded task summaries, revision events and deferred reads.
• Add a typed Dart repository and generated disposable providers with explicit incompatibility/disconnection states.
• Preserve independent Board and Workspace Sections capabilities after the parent refresh; cover all four combinations and legacy schema migration.

Validation

Head 6d2ddcd31a6bde3bc5b840740f9260de8b5b128b, immediate base 839d5e799fab406322a54dc43965237a4c4a8aa8 (workflows/01-ci), main snapshot 509a58c7.

Local: reproducible desktop/mobile generation, full analysis, formatting, max-lines, workflow lint, 1,953 Rust tests, 105 Flutter/golden tests, nine isolated Linux native tests and eight mobile section regressions passed. Board/run/policy domain coverage remains 56/56, 18/18 and 35/35. Projection regressions include rollback/restart/reset, ownership, pagination and 1,200 runs with 12,000 tasks.

Review 6 with Codex gpt-5.6-sol high passed without findings against the immediate parent; exit0, unchanged worktree, archived session. Reviewer passed72 Dart,253 core Rust and106 CLI orchestration tests. PR Checks, CodeQL and Mobile Builds passed, including previous-host compatibility and iOS device/simulator;0 open security alerts. Current gate closed, immediate refs reverified. Prior pair reviews/checks are historical only.

Notes

Layer 2 of native stack #582. Read-only foundation: no new UI, worker launches, approval changes, strict protocol bump or FRB API changes. All PRs remain draft. Under the agreed execution policy, preserve the main snapshot until the final refresh; run each layer's review/checks, and reserve the complete desktop matrix for the top SHA or specific native risk. The immediate parent already passed the full native matrix.
