Adds SearchWebCode to the Code Search folder, next to the other website source-code search engines (PublicWWW, NerdyData, Searchcode).

SearchWebCode indexes the HTML/JS/CSS of ~127M website homepages and supports exact-string and full regex queries, showing complete matched page source with CSV export. OSINT use cases match PublicWWW/NerdyData: finding every site running a given snippet, tracking ID, script, or framework (passive, index-based — no direct contact with targets).

Entry follows the existing arf.json schema with all metadata fields populated; JSON validated.
