Adds structured linked text spans with click handlers and configurable hover underlines, plus decoration collections for textarea ranges. The hover handling also avoids stale or invalid layout ranges. This lets applications render selectable linked text and styled ranges without replacing the text components.\n\nValidated with
cargo check -p gpui-componentand in Den against the current GPUI revision.
