The on-switch for the cv beta: the cv-app client admits only people entitled to the `cv` product. Inert until the janua-api image that reads the setting is promoted; merge after that, then invite the first people right away. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This is the on-switch for the cv beta. It adds
INVITE_ONLY_CLIENTS=<cv-app client>=cvto janua-api. The client id is the one already pinned in enclii'sconfig/ecosystem-oidc-provision.yaml. Once it is on, the cv-app client admits only people entitled to thecvproduct.Merge order
Merge after #747 is promoted and live. Argo syncs this env change on merge, but it does nothing until the running image reads the setting.
Right after it is live, invite the owner's test account and the first beta user. Use
POST /api/v1/internal/product-invites(runbook:docs/runbooks/invite-only-clients.md). Until someone is invited, nobody can sign in to cv, operators included.Verification
