Handle DuckDB 1.4 RecordBatchReader output

Summary

• normalize table_to_ipc so DuckDB 1.4.1’s RecordBatchReader is materialized before IPC encoding
• add a version fallback for editable installs without package metadata

Testing

• marimo notebook on duckdb 1.4.1 (pyarrow 22) renders quak widget without backend errors
• python - <<'PY' ... confirms _handle_custom_msg(type="arrow") succeeds
