Add data-driven-styling for icon-rotation-alignment

User Story

As a user I can set up layers with features having different icon-rotation-alignment's, so that I can manage these icons in one layer.

Rationale

A workaround probably involves multiple layers, with multiple cases and the visibility of those layers in certain cases.

Impact

More than nice to have, since the workaround would add multiple layers.

Looking at the opened PR, I'm not sure the workaround is not enough in most cases... Icons with different rotation alignment are usually "different" in terms of what they mean, and splitting them into different layer might not be a bad idea...
