Implemented performance optimizations by enabling standard Django middleware for response compression and conditional requests.

💡 What: Enabled GZipMiddleware and ConditionalGetMiddleware.
🎯 Why: To reduce payload size and leverage browser caching (ETags).
📊 Impact: Expected 60-80% reduction in transfer size for HTML/CSS and fewer full response transfers for repeat visitors.
🔬 Measurement: Verified with uv run python manage.py check and uv run pytest.

Enabled `GZipMiddleware` and `ConditionalGetMiddleware` in `config/settings.py` to improve application performance.

- `GZipMiddleware` reduces the size of HTTP responses (typically 60-80% for text content).
- `ConditionalGetMiddleware` enables ETag support, allowing the server to return 304 Not Modified for unchanged content, saving bandwidth and improving repeat visit speed.
- Added explanatory comments in `config/settings.py`.
- Recorded learning in `.jules/bolt.md`.
