This downloads and uses the patched "norce" log4j jar file in the GeoServer instance. This ensures that log4j (v1) based security leaks are fixed (see http://geoserver.org/announcements/2021/12/13/logj4-rce-statement.html). This can be skipped by setting the ENV VAR USE_NORCE_LOG4J_JAR=0, which is not recommended.
This ports over the github action files from master (c439de3).
