This PR adds comprehensive documentation for FinOps practitioners who need to build custom reports and analytics solutions outside of Power BI using Data Lake Storage connectivity options.

Decision Guidance
The documentation leverages existing ADX and Fabric guides rather than duplicating content, while expanding coverage to additional analytics platforms commonly used in enterprise environments. All implementation details link to official Microsoft product documentation to ensure content remains current and accurate.
Updated the changelog to document this addition under the Unreleased section since v12 has already shipped.
Fixes #22.
