[Power BI] Document export requirements for each report

Users were experiencing confusion when Power BI reports didn't show expected data because they weren't aware of the specific Cost Management exports required for different datasets. This PR adds prominent "Export requirements" sections to each Power BI report documentation page to explicitly call out what exports are needed.

Changes Made

Individual Report Documentation

Added standardized "Export requirements" sections to all 6 Power BI report pages:

• Cost summary - FOCUS (required), Price sheet (recommended), Reservation details/transactions (optional)
• Rate optimization - FOCUS + Price sheet + Reservation recommendations (required), Reservation details (recommended)
• Invoicing and chargeback - FOCUS (required), Price sheet (recommended), Reservation transactions (optional)
• Workload optimization - FOCUS (required), Price sheet (recommended) + Azure Resource Graph (required)
• Policy and governance - FOCUS (required), Price sheet (recommended) + Azure Resource Graph (required)
• Data ingestion - FinOps hubs Data Explorer + FOCUS (required) - KQL reports only

Enhanced Main Documentation

Updated the main reports.md page with a comprehensive export requirements table showing which exports are needed for which reports, making requirements visible before users download any reports.

Key Features

• Prominent placement at the top of each report page before download links
• Clear designations using Required/Recommended/Optional labels
• Specific version requirements (FOCUS 1.0/1.0r2, API versions like 2023-05-01)
• Tailored requirements per report functionality
• Helpful links to export creation documentation
• Important callouts about price sheet requirements for accurate pricing calculations
• Azure Resource Graph explicitly listed as required for governance and workload optimization reports
• Consistent formatting and messaging across all documentation

Impact

Users will now clearly understand what Cost Management exports they need to configure before using each Power BI report, preventing confusion when reports don't show expected data due to missing export configurations.

Fixes #1007.
