ComplianceEngine Telemetry class
ComplianceEngine Telemetry class that is to support telemetry events.
Telemetry events supoted are
- Audit,
- Remediation,
- BenchmarkRun
In case of Audit or Remediation telemetry event is created when error is
returned or exception is thrown.

The Assessor won't send telemetry events, only create telemetry log Fail initialization when cache file can't be opened, othewise telemetry events are not saved in Aria Backend. Signed-off-by: Krzysztof Kanas <kkanas@microsoft.com>
