AI-generated skill files occasionally reference dead Microsoft Learn URLs. Adds automated link checking to catch these on PRs and fixes one confirmed broken URL.

GitHub Actions workflow (.github/workflows/link-check.yml)

Broken link fix

• data-persistence/SKILL.md: corrected stale files-and-folders/file-access-permissions path to the current develop/files/file-access-permissions (confirmed against file-handling/SKILL.md which already used the correct path)
