wip: add laserweb service

https://github.com/ssendev/LaserWeb4/tree/v4.1 does provide a laserweb version that can connect to moonraker.
There is also a PR request to merge this into mainline easytarget-org/LaserWeb4#10.

For the time being, the goal is to build the frontend code of the fork and add it as a additional profile to the stack.

Requirements:

• Static files are built on the native platform, runtime image is platform specific
• Image is pushed to and referenced from dockerhub
• Docs include a dedicated README file for the container image
• Docs include a new section for the service at additional Profiles in the main readme

ToDo:

• Add a Dockerfile
• Update github workflows to include the new Image
• Add service to docker-compose.yaml
• Reference container image from dockerhub
• Add a Readme to the container Image
• Add usage docs to main readme
• Add to list of supported Services
• Add to changelog
