Update github actions versions (including pre-commit)

Describe your changes

This PR updates the pre-commit action used in CI to version 3.0.1 to handle recent changes to caching in github actions. Without this change the pre-commit action will fail (as it did on #38)

No changes to code or dependencies of weather-model-graphs, only the github CI setup.
