This PR inlines shebang-command (incl. shebang-regex) and path-key into cross-spawn, removing these micro-deps. Behavior is preserved 1:1, and licenses are recorded in THIRD_PARTY_NOTICES. This reduces supply-chain surface and install overhead without changing the public API. We intentionally keep which (well-maintained by npm) as a dependency.
