Tempo change lines and fermatas cause an unmarked a tempo after the fermata #34915

Description with steps to reproduce

  1. Add a tempo change line from the Tempo palette
  2. Add a fermata after the tempo change
  3. Listen and see how after the fermata it goes back to the original tempo even if a tempo isn't marked

Expected behavior: Tempo change stays in effect after the fermata
Actual behavior: Tempo jumps back to original tempo from before the tempo change
