fix(iam-service): correct Jaeger namespace from monitoring to observability#85

…bility Pre-existing typo: iam-service was pointing at jaeger-collector.monitoring, which doesn't exist (Jaeger lives in the 'observability' namespace, same as finance-service and finance-worker). The OpenTelemetry SDK was logging 'traces export: name resolver error: produced zero addresses' on every heartbeat. Aligning the namespace makes IAM actually emit traces.
