This PR will add support for the buf build cli https://github.com/bufbuild/buf. Buf is a tool that lets you describe your proto file build pipeline in yaml. (generation support, lint support, breaking change support).
Some notes, i have added another entry point for
namely/buf-clii am open for different name suggestions if the namely company wants to have some other representation for this.
