previously when packages were out of date, the user message had "nationalparkservice" hardcoded into the code to install the updated package. This won't work for EMLassemblyline, which is at the EDI github page, not the nationalparkservice.
This should fix that... and also help with the problem where packages were not being checked for updates at all, despite telling users they were all up to date.
