At the time that we added the action
ohi-release-notesto therelease-toolkitrepo it made sense because we had not a repo where to have all our automations.Now that we have, maintaining the release-toolkit repo is harder if you have to maintain also a contrib action that belongs to another team.
This add the action in release-toolkit's contrib here and changes the reusable workflow to use the local action.
This PR does not cover to untangle the action and the reusable workflow that might be hard to read.
