Provides more detail on XIOS, including an introduction, info on the required order of operations, and details on the five XIOS concepts.
This PR also makes the file splitting frequency configurable, inlines
setFileSplitFreq, and removessetFileSplitFreqandgetFileSplitFreqfrom the interface. Also fixes a related typo.
