This PR migrates the v2 release pipelines off the legacy
AZURE_CREDENTIALSsecret to OIDC. Also fixesrelease-branch.ymlto useinputs.releaseBranchinstead ofgithub.ref_name, so the release can be dispatched from**dev-v2**and the self-hosted runner only needs whitelisting once instead of per release branch.
