First preview of 6.3.0

This is a preview release of version 6.3.0 preview5 of the provider. This version notably introduces .NET Standard 2.1 support and works on .NET Core (see this post).

Note that starting with this release version numbers will be aligned with the upstream Entity Framework 6 versions.
