Add texture pack support for mods

One idea is a screen that shows installed mods and and lets us enable the texture pack for specific mods.

I want to fix the decompiler to avoid OOM with big texture packs prior to this launcher change being released.

The order of operations I'm planning:
1. fix decompiler
2. merge decompiler fixes into modbase
3. get modders to adopt the changes
4. release mods texture support in launcher
