I think we can ignore updates to this artifact, given that it's just a signature of what's available in the Android SDK version 21 and it's not going to change in the future. Based on the release notes it seems like they release a new version of all the artifacts whenever a new API level support is added, in this case is 35, though we won't probably ever need support for such a high API level version 😅
