Added support to create table from Parquet.
Updated OpenAPI doc - Put Action allowing Parquet format.
- Parquet Reader tests with and without metadata
- Create table from Parquet with rows

Updated integration tests:
- Create table from VOTable with and without rows
- Parquet writer tests with updated Parquet Reader
Added UUID and URI fields to the test table.
