cudev:: Remove C++ standard flag for Windows pre CUDA 11.0 #3912

Continues opencv/opencv#27142

Adding the --std=c++11 flag in Windows with CUDA toolkit 10.2 results in the following warnings when compiling the opencv_test_cudev target.

nvcc warning : The -std=c++11 flag is not supported with the configured host compiler. Flag will be ignored.
