This PR enables Dependabot for the repository to automatically update GitHub Actions dependencies. It creates a new Dependabot configuration file that will check for updates weekly and create pull requests to keep GitHub Actions up to date.
- Adds Dependabot configuration for GitHub Actions ecosystem
- Sets weekly update schedule with a limit of 10 open pull requests
- Includes commented-out Maven repository configuration for future reference
