Target was misspelled as Tareget in several OpenIGTLink classes. This error was recently fixed in OpenIGTLinkIO. Rather than revert to the incorrect spelling in OpenIGTLinkIO, this PR fixes the spelling mistake.

Typo is currently present in OpenIGTLink, fixing the typo causes OpenIGTLinkIO to not compile. This commit can be reverted once openigtlink/OpenIGTLink#278 is integrated.
