Load repositories error when updating a repository with dependencies

E.g.

An error occurred while updating repository cityofamericancanyon/law while running step set_existing_target_repositories: Repositories defined in authentication repository /home/dgreisen/programming/archive/cityofamericancanyon/law have not been loaded

I don't think this actually impact the update, but it's confusing.
