Point the unrecognized recipe package failure at its fix - #377

Adding a new third-party publisher's package prefix is the standard fix when nightly doc generation in rewrite-docs or moderne-docs fails with "Recipe package unrecognized", but the message named neither the allow list nor the file holding it. Name both, and suggest the prefix to add. Also drops the io.quakus typo prefix, which no published recipe uses.

Recipe package unrecognized: sh.stubborn..., a message that named neither the allow list to extend nor the file holding it.The prefixes now live in a
THIRD_PARTY_RECIPE_PACKAGE_PREFIXESconstant, and the failure names that constant, its file, and the exact prefix to add — so whoever (or whatever) reads the downstream workflow log can act on it without first reading this generator's source. Prefix matching is now dot-aware, and theio.quakustypo prefix is dropped since no published recipe uses it.
