there is some code there that is not up to date, and have not been run in a long while.
consider if it is actually needed (it is a bit of a hack to create hex dumps of proof and tx for use in other languages)
and where it should be ?
if we need it then it should not be where it is maybe a new directory that has it with the circle ci/ build script knows to run it every time so it doesn't get stale.
