This commit add new api that will support 'ignore' compliance warning.
Currently, the linter only provides an option to automatically fix issues, without a way to ignore specific suggestions.
This change introduces a new API that enables users to ignore compliance warnings when needed.
When a warning is ignored, the updated blueprint.toml is saved accordingly.
