Every supported image except alpine now has the packpack backports repository enabled; alpine is left out, because mkrepo doesn't support it. So a backport can be pushed to the repository without rebuilding an image, and it is picked up right away.

The repositories that didn't exist yet were initialized as empty ones.

Drafted by an LLM, conducted and corrected by the commit author.

Five images enable the packpack backports repository already, each in
its own way. Give them one form, which the next commit uses for the other
images as well.
