This PR: * Upgrades base image to ubuntu:22.04 * Upgrades postgresql from 9.5 to 14 * Allows upgrading Bucardo separately from the OS via build-arg `BUCARDO_VERSION` * Whitelists localhost postgres access for bucardo * Exits when `add db` or `add sync` fails to prevent an infinite loop
