Cts test of testVideoEncodeLevels for VP9 type run failed because for VP9 type encode level is not used or updated to mediasdk_c2 from onevpl, when cts check encode level it mismaches with expected value. The fix is calculating encode level in c2 and update it to framework. Tracked-On: OAM-130977 Signed-off-by: Lina Sun <[email protected]>
