Before off-view elements would only get their event after they got in view once

I just realized that my feature here goes against a test case:
But I do not find any explanation for this. Why would this even be specified? One can link to anchors on the page, which will be like scrolling but not trigger the scroll event. So you have no clue which elements are visible initially. |
Just turned around the current test from negative to positive
