Initial wire-up: Fetching, calculation, and Docker

This is the initial wire-up of this script. This PR does the following:

1. Sets up the script.
2. Provides a docker container for the script.
3. Adds code to fetch the current HASH price from Figure Markets.
4. Adds code to calculate/create the conversion factor.
5. Adds code for reading a config from env vars.
6. Adds code for logging.
