[settings-view] Skip package update checks if we are in devMode

Helps to avoid developers hitting rate limits on the backend when refreshing continuously.

I hate to do this, but can we hold off on this? I'm wondering if it might be better as a config option.

I spend a great deal of my time in dev mode, so this isn't quite the fix I need. And strictly speaking, the problem is more about repetitive update checks whenever we reload the window.

@savetheclocktower That's totally fair. A config at the very least makes sense.
And if we have a way to sync state between windows and window reloads, then we can move in that direction as well.
