Pybind11 had a new major version bump to 3.0.0. Also fix bug in workflow to run with the new folder name.

Doesn't fix but related.
#16306

According to mypy_primer, this change doesn't affect type check results on a corpus of open source code. ✅

This makes sense to me, though I don't know how pybind11 works :P

(I guess it's generating types for given C extensions?)
