When we create a new project in openstack, the new project's data gets synced to nautobot and additional actions happen during the sync process, such as creating custom tenant networks. With rally tests, though, the new project gets created then networks get created immediately after each other, not allowing any time for syncing to occur or complete. This custom rally plugin adds a small delay after the user and project creation in rally, allowing time for the sync to nautobot to complete.
