fix: point README skill links to actual SKILL.md files#28

Anchor links (#cite-check, etc.) pointed to nonexistent headings within the README. Replace with relative paths to skills/<name>/SKILL.md.
GitHub couldn't detect a license because no LICENSE file existed.
Also fixes typo ("ALL RIGHTS Rserved") and "UNLICENSED" in plugin manifests.
libro.fm returns 403 to automated requests (bot protection), causing false positive CI failures.
