What this PR does / why we need it:
This PR bumps the golangci-lint and golangci-lint-action versions.
I also removed the ensure-golangci-lint.sh script and simplify the local installation.
The version of golangci-lint can now be maintained in the github workflow file only.
recvcheckwas added and it's complaining. This should be probably addressed with a follow up PR, so for now I suppressed the errors on existing code.Which issue(s) this PR fixes (optional, in
