- Remove 21 individually tracked shared agent/skill files
- Add git submodule at .github/agents pointing to rloisell/rl-agents-n-skills
- Migrate 3 project-specific agents to .claude/agents/ with Claude Code frontmatter
- Add CLAUDE.md project instructions for Claude Code
- Add .claude/settings.json plugin reference
- Update copilot-instructions.md to document submodule and project-specific agents

- Rename feature 002 to Network Documentation Hub (direction change Mar 2026) - Replace ReferenceLinkCategory enum with 5 network-specific values - Seed 30 ReferenceLinks across OpenShiftNetworking, ClusterTiers, DataClassAndZones, NetworkPolicyPatterns, SdnGuidance - 6 new entries cross-referenced from OCIO source documents: ISCF classification, Zone A/B/C/DMZ model (IMIT 6.13), SDN Low/Medium/High workload classification (2022), Medium/High Forward Proxy internet egress constraint, Zone adjacency / no-zone-hopping rule, Third Party Gateway (3PG) / ExtraNet for external partner connectivity - Add EF migrations: SeedNetworkReferenceLinks, AddOcioNetworkStandardsLinks - Update DocsPage.jsx static fallbacks to match 30-entry API seed - Update spec.md catalogue tables with all 6 OCIO entries - Update App.jsx nav label and subtitle for network pivot
