CH-005 - Create plan P-003 - Tank Royale Rumble
Converts the draft Rumble design (
docs/design/rumble/) into active plandocs/plans/P-003-rumble.md, as the umbrella design names as its own next step. One milestone per roadmap change, numbered corpus-globally:behaviorVersion, SPDX license field, Battle Runner results, rumble presets, replay-regression hook)rumble-botsrepository liverumble-datarepository liveNothing from the roadmap is implemented here; each milestone remains its own future CH proposal that stops for maintainer approval before implementation, as the design mandates.
Also regenerates the plans index (correcting P-002's stale
