Adds a new chapter on Dynamic Allocation to the C++ track (
learn-cpp.org).2. Bug : Resolve UnicodeDecodeError
Addresses a bug that prevents the server from loading tutorials on systems with non-UTF-8 default encodings
I've tested these changes locally and confirmed the tutorial loads and the server starts without the previous encoding error.
