Footer column layout not ideal on mobile

I just noticed that the responsive design of the footer isn't great in mobile, at least on Chrome Beta on my Pixel 8 Pro - fairly standard viewport I think.

Notice how there's no space between "Rust Team" and "Licenses".

Some padding/margin for the columns in the CSS might fix this.

Turns out there's a 4yo PR that tries to solve this exact issue: #786
