Found while investigating rust-lang#82933 - all LocalDefIds are expected to have HirIds, there's no point in pretending otherwise.

As a larger fix, it would be nice to somehow find functions that aren't used in the workspace - removing |
We did it on #77739. I guess warnalyzer is still useful if we want to do with the current crates. |
