In particular, `closure_func_err` is now also in `paridecl`.
Mostly as a smoke test to rule out obvious problems (the test program currently fails with MSVC but Mingw-compiled Pari)

With these changes, I'm able to have cypari compile using MSVC.
On runtime, calling
Pari()just exits the python shell without any error.
